Was not looking in personal folder for starters (e.g., "~/.tuxpaint/starters/"
...
on Linux). Fixed. Adds a new boolean to the save image's ".dat" file,
denoting whether the starter is from the personal folder (1) or not
(0, or no data, as in prev. version).
